르완다 난민들을 보호하는 서명운동에 동참합시다 (유엔 난민협약의 ‘중지조항’ 적용 반대)

공익법센터 APIL에서 endorse한 캠페인입니다. 유엔난민협약의 중지조항이 함부로 적용된다면 다른 국가들도 남용적으로 이 조항의 적용을 주장할 가능성이 큽니다. 그렇게 된다면 난민들의 권리가 위험해질 것입니다.

유엔 난민기구 (UNHCR) 와 몇몇 르완다 난민 체류 국가들이 올해 12월 31일에 1951 유엔 난민의 지위에 관한 협약의 “중지조항 (Cessation Clause)” 적용을 고려하는 중에 있습니다. Fahamu Refugee Programme에서는 이에 대응해 르완다 난민에 대한 중지조항 남용에 대한 우려를 표하고 중지조항 적용에 반대하는 성명을 발표하고 그와 함께 국제적인 서명운동을 펼치고 있습니다.

유엔난민협약의 중지조항을 적용하는 것은 아주 드물고 위험한 조치입니다. 이는 르완다에서의 민족적, 정치적 박해를 피해 본국을 떠난 수만명의 르완다 난민들의 “난민” 지위를 박탈할 수도 있기 때문입니다. 이들이 난민 지위를 박탈당하게 된다면 난민의 기본 권리를 빼앗김을 물론이고, 강제 송환 그리고 그에 따른 박해에 노출될 가능성이 큽니다. 중지조치는 섯부르기 때문에 반드시 막아야 합니다.

(원문)  The Fahamu Refugee Programme would like to bring to your attention the petition that we are currently circulating because on 31 December 2011, the UN High Commissioner for Refugees and several states hosting Rwandan refugees are considering invoking the ‘Cessation Clause’ of the 1951 Convention relating to the Status of Refugees. This is a very unusual and dangerous move that could cause revocation of the refugee status of tens of thousands of people who fled ethnic and political persecution in Rwanda, stripping them of basic rights and exposing them to forcible repatriation and possible persecution. Cessation is premature and should be stopped. We have attached our official petition for more information.
