53개 NGO, 유엔에 연합 UPR 보고서를 제출하다!!

2011년 12월 부터 준비를 해온 보편적 정례 검토(UPR)를 위한 NGO 보고서를 2012년 4월 23일 제출했습니다. 이번 UPR 보고서는 아래와 같이 많은 단체들이 함께 참여를 해서 2008년 첫번째 UPR 사이클에서 받은 권고의 이행 여부 뿐 아니라 2008년 부터 현재까지의 인권 상황 전반에 대해 다루었습니다.

특히 민변과 어필은 2012년 12월 OHCHR의 우종길 사무관님을 모시고 공동으로 UPR 제도의 취지와 보고서 작성방법에 관한 세미나를 개최를 했습니다. (http://www.apil.or.kr/973 참조해주세여!)

어필은 그 후 공수진 인턴과 공수진 인턴의 유능한 친구, 김현수님의 도움으로 그 동안 UN 인권 메커니즘과 관련된 권고와 보고서 등 문서들을 모아놓은 블로그(http://upr2012.tistory.com)를 만들어 시민 사회 단체들이 UPR 보고서를 만드는데 도움을 주었습니다.

또한 민주노총에서 시민사회단체들을 위한 UPR 제도와 보고서 작성에 관한 세미나를 열었으며, 특히 효율적으로 UPR 연합 보고서를 컴필레이션하기 위해 최초로 구글 폼을 사용하였습니다(이 아이디어는 어필의 정신영 변호사로 부터 나왔습니다).   

UPR 연합 보고서를 만드는 과정에서 민변, 참여연대, 코쿤 그리고 어필이 사무국의 역할을 하여, 53개 단체들이 각자의 인권 분야를 정리한 글을 취합하고(취합하는 과정에서 어필의 박수지 인턴이 고생을 많이 하였지요), 나누어서 영어로 번역을 하였습니다. 그 번역한 것을 참여연대의 백가윤 선생님이 감수를 해주셨는데, 그 결과물이 바로 아래의 것입니다.   Joint NGO Submission_South Korea_14sessionUPR_Final  

   그리고 2012년 4월 23일 드디어 민변의 이동화 간사님이 UPR 연합 보고서를 OHCHR에 제출하였습니다. 제출하면서 보도자료를 냈는데 그것도 아래에 첨부합니다.

연합 보고서를 만들어 보니 시간도 많이 걸리고 의견 조율하는 것도 쉽지 않았고, 분량의 제한이 있었기 때문에 각 단체가 원하는 내용이 모두 들어가지 못한 것은 아쉬웠지만, 자신의 단체가 일해온 영역을 넘어 인권 상황 전반에 대해 학습을 하고 연대할 수 있어서 좋았습니다. 

위 보고서가 10월에 한국이 심의를 받을 때 요긴하게 사용될 수 있는 자료가 되기를 바랍니다~
