International labor migration has become a more complex process. It involves multi-layered steps and multiple stakeholders in both sending and receiving countries. However, due to migrant workers’ socioeconomic vulnerabilities, combined with unfair and unethical recruitment system, workers have been subject to inadequate training, excessive fees and exploitative labor environment.

Fishing industry in East Asia and Southeast Asia, in particular, heavily relies on migrant fishermen from neighboring countries who are also exposed to exploitative employment. Advocates for Public Interest Law (APIL) and International Organization for Migration (IOM) Republic of Korea have been conducting research on recruitment pattern and working conditions of migrant fishermen in Republic of Korea (ROK), Indonesia, Vietnam and the Philippines with fund provided by the U.S. Department of State Office to Monitor and Combat Trafficking in Persons (J/TIP). 

APIL and IOM ROK, together with National Assembly Human Rights Forum, are planning to host a regional conference on ethical recruitment and policy harmonization in fishing industry 1) to share the research findings with government and civil society delegates from 4 countries and 2) to develop a regional policy platform for harmonization of recruitment policy framework for employers, migrant workers, and recruiters in the EA/SEA fishing industry.

이주 노동자의 수가 전 세계적으로 1억 5천만 명에 이르면서 국제노동이주는 한층 더 복잡한 양상을 띠게 되었습니다. 송출국은 물론 송입국에서 노동 이주를 위해 거치는 절차가 세분화되었고 다수의 이해관계자들이 관여하게 되었습니다. 동시에 이주 노동자들은 그들의 사회경제적 취약성과 비도덕적인 고용 시스템으로 인해 불충분한 직업 훈련, 과도한 송출 비용과 착취적인 노동환경에 놓이게 되었습니다. 이에 국제이주기구 (IOM), 국제노동기구 (ILO) 등을 포함한 국제사회는 노동 이주 과정 전반의 공정하고 윤리적인 고용을 요구하는 목소리를 높이고 있습니다.

전 세계 어업 생산량의 70%를 차지하는 동아시아/동남아시아 어업 역시 주변 국가 출신의 이주 노동자에 크게 의존하고 있습니다. 최근 몇 년간 이들에 대한 착취적인 고용 환경이 각종 사고와 언론을 통해 알려지면서 국제사회의 관심이 집중되고 있습니다. 이에 공익법센터 어필과 국제이주기구 한국대표부는 미국 국무부의 지원을 받아 한국, 인도네시아, 베트남과 필리핀의 이주 어선원에 대한 고용 패턴과 근로 환경에 대한 연구를 진행해 왔습니다.

그 동안 현지조사, 면담조사 등을 통해 조사한 내용을 바탕으로 8월 25일-26일 양일간 <동아시아/동남아시아 어업의 공정/윤리 고용과 국가 간 정책 조율을 위한 국제 컨퍼런스>가 개최됩니다. 이주어선원의 고용 현황과 각국 정부들의 정책을 진단하는 25일 세션은 공개로 진행됩니다. 세부 일정을 아래 첨부하니 관심있는 분들의 많은 참여 부탁드립니다.
