How to improve refugee protection in East Asia – Identifying and resolving the gap between the reality of refugee recognition procedures in the three East Asian countries and international human rights standards Principle of a Fairer Future

2. Purpose :

In East Asia, Korea, Japan, and Hong Kong are exceptional countries where the government is officially operating the refugee screening system and is conducting the screening of refugees. At the same time, however, these three countries have very poor refugee recognition rates in light of international human rights standards. Even under such circumstances, the governments of the three countries are rather trying to revise the existing refugee system in a retreating form, so the quality of the refugee system that exists formally is evaluated to be very poor. This frequently happens, and many challenges remain.

Accordingly, while the Asia Pacific Refugee Rights Network (APRRN) East Asia Working Group is seeking various solutions based on refugee human rights, the decision (1st, judgment) in the “Refugee Recognition Procedure”, which is clearly known to have limitations compared to international human rights standards has been comparatively studied the problems of each country. Through this meeting, the achievements were shared for the first time to identify the gap between international human rights norms and the standards implemented by the three countries in practice, and through this meeting, the institutional tasks to be developed were revealed, and the Ministry of Justice of Korea and the front-line policies of Japan and Hong Kong.
